This bug was cloned to create bug 18059 as part of operation convergence.

If we're going to do this, I just need to xref all the \bfire\b and \bdispatch\b occurrences, with a few exceptions.

(This change is somewhat risky too, FWIW. But I've more confidence in this one than the earlier risky one.)
