The Query and XSLT working groups discussed this item at their joint telcon on 
June 28, 2005. They observed that the F&O document, Section 7.3.1, contains the 
following text: "If the collation is specified using a relative URI, it is 
assumed to be relative to the value of the base-uri property in the static 
context." The use of collations in an order-by clause of a FLWOR is covered by 
Section 3.9.3 of the XQuery document, which makes reference to the fn:compare 
function and is therefore covered by definitions in the F&O document. A long 
and contentious thread on various W3C lists has established that relative 
namespace URIs have no meaning, and therefore our documents do not discuss 
them. Our conclusion is that no change is needed to the existing XPath and 
XQuery documents relating to the effect of XML Base on collations and 
namespaces.
