(i) Switch section 10.1 and 10.2 and add 10.2.1(old) to 10.1(old). We should 
start with what are the types and then explain the special types.

(ii) Furthermore the spec currently normatively defines the value spaces of 
the two totally ordered subtypes of xs:duration by referring to 10.3 Two 
Totally Ordered Subtypes of Duration. Instead it should refer to the type 
definitions in the DM and definitions in 10.3 should be marked as non-
normative.
