In 10.4:

Schema is removing any consideration of leap-seconds.

The WGs agreed to remove support for and mention of leap seconds in the F&O
document during the meeting in Redmond WA on July 19, 2006.
Michael Sperberg-McQueen and Ashok Malhotra were charged with crafting appropriate  
wording.
