The discussion of empty least/greatest in order by's says they apply to both 
the empty sequence AND NaN.  But the description of the Empty Order 
Specification in the prolog (and the "default order for empty sequences" in 
the static context) refers only to the empty sequence, not NaN.  This seems 
unnecessarily inconsistent.
