the section currently titled 4.5.5 The ol element
has the text

 CSS property is given <a href=#decohints>in
  the rendering section</a>

there is no decohints anchor in the document, perhaps it was intended to be
a reference to  <h3 id=the-css-user-agent-style-sheet-and-presentational-hints>
