"The semantics of this function are aligned with the URI escaping semantics in
[XML Linking Language (XLink) Version 1.0]." Please refer to the escape
procedure of the IRI specification instead. It seems that you can make this
reference without changing the type system or other parts of the spec.

The i18n-core-wg reached consensus about this comment, telecon 25 may 2005.
