Bug triage sub-team isn't sure if this is an accessibility issue, will ask media sub-team of HTML A11Y TF to review. May subsequently decide it's a task force priority.

Check-in comment: Make setting .currentTime before the media has loaded still work (by waiting til it is loaded to seek).
