consensus of the i18n-core-wg, telecon 27 may 2005: approved by i18n-core-wg.

The XSL and XQuery working groups decided to remove the reference to XLink in 
the definition of URI escaping and replace it with a reference to the new 
function fn:escape-html-uri to be defined in the F&O specification.  Refer to 
bug 1524 for a description of this function. 

Please re-open this bug if this response is unacceptable to the I18N working 
group.
