We should move caretBlinkRate from the canvas context interface to a navigator interface, as it's a general system attribute that would be as useful when hacking up UI in SVG as in canvas. See also previous discussion: http://lists.w3.org/Archives/Public/public-html/2011Apr/0719.html http://lists.w3.org/Archives/Public/public-canvas-api/2011JanMar/0049.html NavigatorUserPreferences seems a reasonable name for such an interface.
