The 2.0 specification does not say what happens if an element name specified in
cdata-section-elements is unprefixed. XSLT 1.0 specified that (unlike most other
QNames in a stylesheet) the default namespace should be used. I don't believe
the WG made a conscious decision to change the spec in this area, the text just
seems to have got lost somewhere along the line.

The XSL WG agreed that this was the intent and instructed the editor to restore
the missing text; which has been done.
