Replace the the first two paragraphs of the img element definition with:

   An img element represents an image.

   The image given by the src attribute is the embedded content; the
   value of the alt attribute provides equivalent content for those who
   cannot process images or who have image loading disabled.

Although this bug is fixed, the bug-triage sub-team adds the a11yTF keyword because of it's importance in case it gets re-opened in the course of another text change.
