Does the srclang imply a lang attribute for the track element? If that's the
idea, please say it explicitly. Otherwise, please add lang attributes to the
example of a video element with track attributes, as the label attribute
values should have their languages specified, as a matter of WAI principles at
least.

I don't understand this request. The @srclang attribute provides a language label for the linked resource. It is represented in the IDL and there is an example at http://www.whatwg.org/specs/web-apps/current-work/#dom-track-srclang for how to use it.
