Comment:
The illustration of header associations for the ID/Measurement/Average/Maximum
table is incorrect. Since the header cells "Legs" and "Tails" (in both
rowgroups) do not have scope attributes set to "row" and they have data cells
to their left, they are not row headers. Thus, the internal algorithm for
scanning and assigning header cells will not add them to the headers list for
the data cells to their right. For the illustration to be correct, the header
cells "Legs" and "Tails" must have scope attributes set to "row".
