I believe we decided, and the spec generally reflects, that contains() and related functions use the default collation if no collation is specified. However, the introduction to section 7.5 contains the phrase In the absence of a collation argument, or when the Unicode code point collation is used... which suggests otherwise.
Changed the sentence that starts "In the absence of a collation argument, or when the Unicode code point collation is used..." To "When the Unicode code point collation is used..."
