For all specs that define policy assertions we need to make sure they have 
the definition of the 'wsp' prefix in the namespace table.

Proposal:
add:
wsp ->  http://www.w3.org/ns/ws-policy   [WS-Policy]

and add a normative ref to ws-policy:
http://www.w3.org/TR/ws-policy/

to the following specs:
transfer, frag, eventing, enum


Look to mex for an example.
