Yes, they should.  The HTML spec doesn't prevent this.

The bug-triage sub-team thinks this is a duplicate og bug 9452 (Handling of additional tracks of a multitrack audio/video resource) that has been escalated to ISSUE-152 and where the media sub-team has provided a proposal.
