This test expects error code FTST0009. This is incorrect. It should expect XPTY0004 because "123" is not castable as xs:language. Quoting the PR: "The StringLiteral following the keyword language designates one language. It must be castable to xs:language; otherwise, an error is raised: [err:XPTY0004]XP."
I wrote an e-mail about this back in July 2010. Mary Holstege replied: > Right you are. I have fixed the catalog. Well, AFAICT, the catalog still hasn't been fixed.
OK, now it really is fixed in the catalog, hopefully persistently this time. Please close the bug if you are satisfied with the (implementation of) this resolution.

Just FYI, Mary *did* make a change to this test-case's catalog entry in July (though that change (rev 1.208) was only to add XPTY0004, not remove FTST0009). Then, in September, that change was inadvertently overwritten (rev 1.210).
