Status: Partially Accepted
Change Description: no spec change
Rationale: Neither part is normative (they're just descriptions of what the items in question are about), but actually it's not contradictory: "Binary data with a file name" is what it is if it's File, and there's no file name if it's just a "Plain Unicode string". So, the file name is optional.

I've changed "optionally" to "in some cases", hopefully that'll clarify this sufficiently.
