This seems to be a duplicate of bug 9213
http://www.w3.org/Bugs/Public/show_bug.cgi?id=9213

And part of alt ISSUE-31
http://www.w3.org/html/wg/tracker/issues/31

Start of a change proposal for an incomplete/missing/noalt attribute

*** This bug has been marked as a duplicate of bug 9213 ***

I suggest you read more carefully.
Comment 3 Maciej Stachowiak 2010-11-30 18:31:02 UTC
I don't think this is a duplicate. This bug is a proofreading / editorial issue; there seems to be a missing word. The other bug asks for an expansive change to the requirements.
