The term "overlong forms" appearing in the second bullet is not well defined. It is not defined by HTML5 or by the definition of UTF-8 [RFC3629], although the latter does informally use the phrase "overlong UTF-8 sequence" in one instance (also without defining it). Regards, Glenn
