There is nothing in the spec preventing folders to be treated as files. So you should be able to drag a folder just as much as a file. If not, file a bug on the implementation where you're seeing this behavior.

It's not clear to me exactly what should change in the spec here, if anything. I'm not sure it makes sense to drag a folder unless the <input> widget is a multiple="" widget; in the latter case, though, there doesn't seem to be a problem, it should just work as Jonas says.
