Basic page with transitional

While using the validator for a class, we were attempting to demonstrate the necessity of closing the <html> tag in HTML 4.01 Transitional. This is thrown up warnings or errors in the past, but this time it did not. Same for Strict. For example, both the attach and below pages validate except for character coding warnings.

The end tag for many elements (such as html) is optional in HTML 4.01, look for "O" in the "End Tag" column at http://www.w3.org/TR/html401/index/elements.html
