@namespace is always scoped to the style sheet. I think it would make more sense for CSS to define what should happen in the case of scoped style sheets for its various at-rules.

I agree that it would be better for CSS to define this, and for @rules to always be scoped, but in the meantime I guess it's harmless for us to define it that way in HTML.
