4.18 Function Declaration

"Every user-defined function must be in a namespace--that is, every declared function name must (when expanded) have a non-null namespace URI [err:XQST0060]."

This seems to equate "user-defined function" with "declared function",
which is incorrect, as it ignores external functions.
Change "user-defined" to "declared"?

Fixed in query-prolog.xml, revision 1.72.
