It is important that descriptive audio tracks can adjust the volume independently of the principle soundtrack. Change Description: no spec change
Rationale: I don't understand. Could you elaborate? Why is this an HTML issue? Isn't this a quality of implementation issue? Are you just saying the spec should mention that this is a feature that some users will find useful? In general we haven't included much user agent implementation advice, that's more the realm of the UAAG and WSC:UIG documentation.

** This has been identified as a probable issue within HTML5 by the media sub-team of the Accessibility Task Force. The bug has been filed at this time to meet the October 1st cutoff date, with more details forth coming. **

The bug triage sub-team adding the a11yTF keyword; John please follow-up whether this falls into the realm of HTML5

This is covered by UAAG, and will likely also be visited by the new WG emerging at W3C. Consensus of the Media Sub-Team to close this bug.

i'm not john, and if i'm wrong, i know he will chime in -- i believe that the new WG he is referring to is the new Audio WG:
