About section: 4.3 Requirement A
It seems that "extensibility" of WCAG 2.0 is related to policy makers
adopting or extending the criteria of WCAG 2.0. For example, JIS
creating additional success criteria specific to Japanese accessibility
issues.  Is this correct or does it not apply?

Question as to whether a guideline can be extended: can WCAG success criteria be
extended. The guidelines are deliberately generic so that they can be applied
and adapted (extended) by different policy makers. Maybe want to indicate that
it is O.K. to add additional guidelines/criteria, but do it in the style of the
ones here. Yes, extensibility is appropriate and define the mechanism formally.
