The purpose of the createNewID function does not seem clear. There are no
examples or discussion of its usage.

Originally it was probably intended to be used with the CDL functions for
setting channel identity - but these functions were removed. Therefore I don't
believe there is now a reason to have this function.

unless some example or extra text can be provided this fucntion and asscociated 
text will be deleted.
