Anne: CSSOM View seems to be visual-media-specific. What's the plan for the non-media-specific aspects of scrollIntoView()?

I'm not sure. Would it make sense if it also had requirements for non-visual user agents? For a lot of stuff in that draft it simply does not make sense. scrollIntoView() would sort of be a first. (Apart from the media queries API I suppose.)

Ok I've removed the relevant part of the HTML spec, the text is included in the diff which will be given below. I'll reassign this to you to take care of the non-visual aspects in CSSOM View. Not sure what component/product to use, though.

Checked in as WHATWG revision r5620.
Check-in comment: Move scrollIntoView() to CSSOM View and update the other scroll algorithm to use the CSSOM View definition.
