menu type=context has no role by default, but it seems to meet the ARIA definition of the "menu" role.

Change Description: no spec change
Rationale: It has no role because it isn't displayed -- it's effectively display:none. The context menu is rendered natively by the user agent, at which point ARIA doesn't have any effect.

Big triage sub-team thinks the ARIA mapping team should review and update this bug as the mappings are prepared, but no need for entire HTML A11Y TF to review. Assigning to Steve Faulkner to track.
