Microsoft test addB145 (in MS-Additional), which uses files test87395.xsd and test87395.xml claims both the schema and instance are valid; but the outermost element has type list-of-ID, and we have recently determined that an ID value cannot appear in a parentless element. So the instance should be invalid in both 1.0 and 1.1.

SG points out that this might not apply to 1.0 - in 1.0 a list-of-IDs does not have ID semantics, so it's probably valid at the outermost level.

ACTION:  MK to address bug 10100 by adding a wrapper element and noting different outcomes between 1.0 and 1.1.

As per WG decision, changed these tests to add a wrapper element so the ID value is no longer in the outermost element. The schema and instance are now valid in both 1.0 and 1.1; without the wrapper element, the instance was valid in 1.0 (because the list-of-IDs did not trigger ID semantics) but invalid in 1.1.
