... the new tags will have to use custom tags as the lookup is full, which is fine
... need to understand variations and see if there are opportunities for compression

ned: How would that work compatibility-wise?

Vlad: decoder rejects if it doesn't understand

rsheeter: hmtx optimization is an example of this pattern; we added it after people were using woff2 "live"

ned: We should test to verify decoder gracefully handles unknown transforms

vlad: UA rejects what it can't decode

(debate on whether this is graceful may now commence :D)
