we agree with the focus suggestions
questions about what truly should be UA / UI
see need for UAs to distinguish on UI
but setting focus is not a UI thing per se, it's a core accessibility need
how UAs do that specifically can be the UI differentiation
therefore this is a TF priority

Unclear what this bug is about
it may or may not have a11y relationship
can think of edge cases but not really seeing thrust of the bug
spec excludes field descendants of <legend> from inheriting @disabled of a <fieldset>
not quite sure why that exclusion exists
but also not quite sure what bug is asking
let's just sit on this for now, no tagging, but maybe follow escalations later
