RDF Graph Identification

See proposal: http://www.w3.org/2012/08/RDFNG.html

Proposal: The WG agrees to close the loop on RDF terminology, reflecting the mutability/non mutability issue as also raised by the SPARQL 1.1. What we mean by "closing" is reflected in the symmetry of Figure 1 in the RDF Graph Identification proposal document. We have not yet decided on formal terms, but agree that the terms are useful and necessary.

Proposal: The only statement on semantics that the WG will standardize is what is loosely referred to as 'quoting semantics' in the document. Whether that semantics will have any formalization in terms of formal, mathematical structure is to be defined separately.

Proposal: We agree to extend the resolution of ISSUE-1 to ensure the compatibility of the TriG syntax and SPARQL, as much as possible, while maintaining compatibility with older TriG documents.
