Reviewing this issue, and in particular around the message at http://lists.w3.org/Archives/Public/public-prov-wg/2012Oct/0039.html, I think this leads to an decision to use full URIs in the link relations. This would eliminate section 6 (IANA considerations) from this document, and require examples to be updated throughout.
I'd like to check that everyone who cares is OK with this change.
Following discussions in the F2F, we've agreed to go ahead with this change.
