Phil: We've chosen to not put hierarchical stuff in the WSDL, following the pattern of HTTP - where those characteristics are specified elsewhere.
Eric: What we're talking about here is dropping the optional WSDL conformance target, moving 3003 & 3004 into the mandatory portion of the spec, and then turning 3001 & 3002 into non-normative definitions.
Derek: If you don't support WSDL,
that's fine, but if we are putting things into the WSDL, then
we have lots of text about precedence, and where these
attributes appear. That's a big change.
