andrew: question about what happens in some circumstances
... terminology kept changing; what is the locale for each platform
... e.g. input locale is distinct in windows from system locale
... while other operating systems it isn't the same

aharon: familiar with windows and also linux

addison: presentation in linux is from input framework

aharon: doesn't bother me, just setting up API

andrew: e.g. in windows, the only input locales are microsoft ones

aharon: two cases where no info
... 1. browser doesn't know (so null)
... or incorrect value
... it's just a heuristic

andrew: might want to (try to) restrict use cases
... text direction is one thing
... but maybe smart quotes would be a problem for minority languages
... would break text because things are changing

aharon: know that this is true; but smart quotes are desire by implementations

addison: may be a good source for FAQs in the future

aharon: google online processor: only English smart quotes
... won't solve the problem anyway

norbert: proposal does not specify the locale identifer; should say BCP 47
... currently say "locale", shouldn't we say "language"
