I think he is confused about chrome in the context of a web app versus chrome in the context of the web user agent. We are only concerned about the latter

ygnve: mean a more permanent embedding of the executable code? (cleanup please)

mez: what about file apis? why is writing files to the disk not the same as installing software?

ygnve: needs to have some way of associating it with execution
