SAZ: difference between Principles and Success Criteria too subtle?

TJ: really minor stuff, Wilco has done a wonderful job with this
... may want to bullet the Techniques in any case (like C15 and G122 in 1.3.2)
... makes them visually distinct too

RESOLUTION: (1) highlight Principles level more, possibly using background color; (2) rename "Sufficient Techniques" to "Techniques"; (3) add icon for "Techniques" to complement that of the failurs; (4) check spacing above the titles "Techniques" and "Failures"; (5) add bullets to all techniques and to all failures

EE: #9 is quite complex because the script is processed after the header is created
