observation and phenomena review

Krzysztof: has put up page on wiki, same idea as we did for the sensor ontologies (everyone select an ontology and fill out a review)
... so far 7 ontologies, not all are observation, some are about phenomena.
... have review and then decide how to deal with observing phenomena
