... key thing is that it isn't a K form
... but it is a Unicode normalization form
... my other concern...
... we've been talking about (e.g.) Myanmar or Khmer
... where they use multiple diacritics that can appear in multiple order
... those were some of the reasons why we're talking about that
... very few non-zero combining marks in these languages
... so actually even a problem if you normalize
... because non-zero combiners don't reorganize
... also may apply to indics

addison: have to deal with all these bizarro corner cases (in a document like charmodnorm???)
