discussion of language tagging and selection in SKOS
richard: asked for wording about their not showing what best practice is
"See the SKOS Primer for more examples of labeling SKOS concepts. Note that the labeling shown in these examples does not necessarily indicate best practice. The SKOS Reference tries to establish a general framework that is applicable across a range of situations, which may then be refined and/or constrained by usage conventions for more specific situations. Application and language-specific usage conventions are out of scope for the SKOS Reference."

Because there are many more language tags that can be generated than there are distinct labels needed in any particular KOS, it is recommended that implementations match requests for a label in a given language to related language tags that exist in the SKOS document, perhaps by implementing the "lookup" algorithm from IETF BCP 47. This allows the SKOS document to carry only those labels that are distinct for a given language or collection of languages.
