Stephane: raise awareness of the group existence. Jeff is doing is on different fora, and it is quite successful. So if you have a personnal blog, or if you are participating to fora which have prticipants who might be interested, please raise awareness of MW4D, and insist on the fact that it is open to public participation, and does not require w3c membership.

Framework discussion

http://www.w3.org/2006/12/digital_divide/wiki/mw4dframework#vision

<kiwanja> thanks

Jacob: study a case study

Renjish: few lines around describing a scenario before the bullets

<scribe> ACTION: Renjish to write a scenario around the vision [recorded in http://www.w3.org/2008/08/04-mw4d-minutes.html#action03]

Jacob: exactly, i will help

Stephane: i believe there are 3 areas: grass root/ institution/ entrepreneur

Ken: perhaps other categories

Stephane: orthogonal categorization

either by sectors (health, education,...)

or by categories of providers

Ken: mgov services

good targets

and see what are channels we can work through

Stephane: other type of services, not only mgov can be workable at gov level

Ken: empowering grass-root is the most exciting work

might be that engaging all channels is too much for us

ken: for now, underserved are not considered by government

Jacob: 3 channels have different approaches, not going in depht enough

<kiwanja> (underserved, i.e. grassroots are generally not considered a main focus of mobile4dev projects)

niche area for one or two can bring more impact

Renjish: considering different channels, all stakeholders have ot be engaged

solutions should be work accross channels

deployment on the ground using different players is important.

cooperation important

it can take multiple combinations

Steph: agreed but quite hard in practice to have grassroot talking to government and operators

Renjish: operationnal challenges

this is our goal to tackle them

First goal to come to technological solution independent of the channels

Ken: challenges are not only technological solutions

technical challenges, partnership challenges, ...

Ken: challenges of this group to find things we can do

Stephane: i doubt that technological challenges are channel independent

Lauri: good book: mobile internet for dummies

interesting for consumers

covers how to use your mobile phones to access web services

excellent documentation for consumer to access services

i will forward the references

Renjish: let's think about the common denominator

to work for all

Ken: agreed

ngo will use the lowest option

Renjish: ngo needs supports for sure

need of involvment of all stakeholder

Lauri: agreed completely

aim of .mobi

to focus on the common denominator

great initiative at W3C: MWI (Mobile Web Initiative)

and best practices

we should look at worldwide solutions that would work on all phones

renjish: mobile phones vs mobile devices ?

Lauri: mobile devices definition: always connected

nature: you carry it with you, and able to communicate at any time the user wants

Jacob: a pager == mobile device ?

Ken: laptop not mobile device ?

Lauri: with eg a wifi, it is

Renjish: portability and mobility, 2 different concepts

ken: we should restrict

should not includes laptop

Lauri: smaller screen and less capabilities that a laptop

should we focus on what on the market

Stephane: range from low-end phones till high-end phones and not more

Ken: nintendo DS in the picture?

Stephane: out for me, not in the targeted market

Renjish: cost is also factor. should also open to things like tablets

Lauri: agree, taking only mobile phones is limited, we have to be open

<scribe> ACTION: stephane to continue discussion on definition of mobile devices [recorded in http://www.w3.org/2008/08/04-mw4d-minutes.html#action04]
