... some extensions are pre-configured, while other extensions are "after market". Our document does not distinguish between the two.

<PHB> We need to have a place where we define the term 'extension' as opposed to 'component'. A component that ships with the browser is not an extension by definition. The browser provider is responsible for the browser and all components published with the browser

tyler: main carve out only covers consent from user. I am pretty sure that IE ships with certain certain certs that allow active x controls to run without consent from user.

bill: I don't think that there is any security around a non-signed active x control

phb: user is not always the person who has the right to install software on the machine. some corporate machines or hospital machines- you don't want to allow user to install active x controls.

mez: nothing in this section allows for policy or system administration control - this sounds like a new issue.
