Kirk: would like to see proposal in writing before agreeing to this

Discussion: we have a general discussion about what it means to have tergetRequired=true and then have a null ref. But this depends on how we define targetRequired=true.

John: If we use the following definition, if targetRequired=true then null refs are not allowed. And null refs are only valid when when targetRequired is false or not specified. Do we need some other semantic representation for Sandy's case.
