... The only non-trivial one is mistaken versions in some XML declarations
... There was one comment from Anne van Kesteren asking about the case of xmlns:xx="", which is not allowed in NS 1.0
... The comment that empty string is not a valid namespace name invites the question "so what happens if it is?"
... This should be a Namespace Constraint
... But this isn't urgent (it doesn't change the normative force), propose to keep this as a potential erratum for later
... Anne is happy with that disposition
