proposal for SC 1.3.5: Information required to understand and operate content does not rely on variations in presentation of content that can be perceived with only one sense.
Defintion of "variations in the presentation of content": changes in the appearance of content that depend on a particular sense, such as pitch, shape, size, visual location, and orientation.
Reject comment: SC 1.3.5 addresses issues that only occur for people who can't see. Ask Jason to ask for example where there is a problem for deaf users.
See Andi's comment: http://lists.w3.org/Archives/Public/public-wcag-teamc/2006May/0035.html
Add pointers to the techniques that address the WCAG 1.0 comments cited by the reviewer.
See http://lists.w3.org/Archives/Public/public-wcag-teamc/2006May/0033.html
Add reference to statement about layout tables at end of technique F46.
Add that layout tables are now well supported by AT.

See also suggestion in LC-559: move situation A for SC 1.3.2 to SC 1.3.4, and suggestion in LC-560 to add a new technique to SC 1.3.2.
Changing the wording of SC 1.3.2 to make it consistent with SC 1.3.4 would discourage color.
