Comment: The paragraphs describing baselines, what's included not included and what you have to confirm to depending on this, is very difficult to read.

Proposed Change:

Perhaps a couple of examples can be given explaining in each one what is included, not included and what is expected, some use scenarios i.e. "Is you include X, Y and Z in you baseline then...if U and V are not included then you must....".; Related issues: (space separated ids); WG Notes: [TEAMA] Discussed in the 12 April 2007 telecon: Resolution: accept 1247 by unanimous consent http://www.w3.org/WAI/GL/2007/04/12-wai-wcag-minutes.html {partial accept}; Resolution: We have completely rewritten the Conformance section, and hope that baselines (now accessibility-supported Web technologies) is now a clearer concept. We hope to publish some examples of the user agent and assistive technology support available for several technologies, as an example.; (Please make sure the resolution is adapted for public consumption)
