\"It is inevitable that, on occasions, a mobile user will not
be successful in accessing the content or information they sought.\"

This is ambiguous and should be either removed or clarified.
Why is it inevitable? because the network or the gateway may be down?
in which case I would agree. Or because the author is not adapting
to the baseline device? (in which case, I don\'t agree, because
IMO there\'s no BP without some adaptation of some kind).

with reference to the discussion BP-Web vs BP-Wireless (and the fact that no
decision has been taken), there are two possibilities:

BP Web: errors on the mobile device are the fault of the adaptation layer.

BP Wireless: errors on the mobile device are the fault of the content author
