If an object element is present,
If the element is empty, WARN
If element body is non-empty and does not consist of text or an img element that
refer to an image in a supported format, FAIL
This isn\'t quite right, is it.
The element body may contain PARAM elements and nothing else - hence it would
FAIL even though it is \"empty\".
Also it may contain other OBJECT elements that act as fall-back. So the process
ought to be:
If the Object element refers to an unsupported media type and does not contain a
fall back, WARN
If the fall back is an OBJECT element repeat for each fall back until either:
a supported format is found: PASS
no fall back is found: WARN
an IMG with an unsupported format is found: FAIL
